Access Permission also called Road Access NOC is the official approval required from respective Government Road Departments i.e. National Highways Authority of India (NHAI), Maharashtra State Road Development Corporation (MSRDC), Public Work Department, National Highways Division, (NH-PWD), State PWD and other Government Major Road Department.
Access Permission approval is required connect private property to a National Highways, State Highways, or other Major road.
Access Permission ensures that vehicles can safely enter and exit the Fuel Station without disturbing highway traffic or violating road safety norms.
In Access Permission there is two stages. One is before construction of Fuel Station — this NOC known as Initial Access Permission, and second is after the construction completion of Fuel Station, is known as Final Access Permission.
Access Permission runs under the Guidelines of Ministry of Road, Transport & Highways (MoRTH).
Initial Access Permission is the first stage Access NOC granted by respective Government Road Departments, (like NHAI, MSRDC, NH-PWD, or State PWD), to confirm that a Fuel Station location can be connected to the road or highway by fulfilling MoRTH Guidelines.
Initial Access Permission gives a green signal for the construction of Fuel Station as per Approved layout drawing, by respective Government Departments.
Initial Access Permission confirms the MoRTH Guidelines to construct the Fuel Station.
Submit proper proposal for getting Initial Access Permission from Government Road Departments.
Final Access Permission is the second stage Access NOC granted by the respective Government Road Departments (like NHAI, MSRDC, NH-PWD, or State PWD), after the construction of the Fuel Station is completed, to confirm that the construction work has been carried out as per the Approved layout and MoRTH Guidelines.
Final Access Permission gives the green signal to energize the Fuel Station. It ensures that the entry and exit to the Fuel Station are constructed as per standards and Approved Initial Access Layout plan without causing obstruction or risk to highway traffic.
Final Access Permission confirms that all safety measures, design parameters, and MoRTH norms have been properly implemented on-site before energizing the Fuel Station.
Submitting proper as-built drawings, site photographs, and completion reports for getting Final Access Permission from the concerned Government Road Department.
Proposal Preparation is the most important stage in obtaining Access Permission from the respective Government Road Departments (like NHAI, MSRDC, NH-PWD, or State PWD). A well-prepared Proposal as per MoRTH Guidelines to obtain both Initial and Final Access Permission.
The proposal includes detailed documents for Initial & Final Access Permission such as the layout plan, site location plan, Road cross-sections, License dead, Detail of Pavement, Undertakings and other necessary NOCs.
Proposal Preparation ensures that all technical and regulatory aspects of the site are addressed properly before submission. It helps in smooth processing and approval of Access Permission without delays.

Drawing Preparation for DM NOC is a key step in the approval process required by the Oil Marketing Companies (OMCs) such as IOCL, BPCL, HPCL, NAYARA, JIO, BIO CNG Natural Sugar & Allied Industries Ltd. etc., for setting up a Fuel Station. These drawings are submitted to the District Magistrate (DM) or other competent local authority for issuing the No Objection Certificate (NOC).
The drawing includes detailed layout plans showing plot boundaries, tank and dispenser locations, driveways, entry/exit points, fire safety zones, setback distances, and other features as per OMC and statutory norms.
Drawing Preparation ensures that the Fuel Station layout complies with safety regulations, district administration norms, and Oil Company specifications and PESO Administration Norms.
